What a coincidence. In this blog post I was talking about extending tabbles to contain "notes" (in addition to files and URIs). What you propose is different, since you are asking to add notes to files. I suppose this can be done, but what would this be useful for? Could you describe a practical scenarios where this would be necessary or very useful?
